PROPOSED
TECH RULEBOOK FOR THE PLAFIT EUROPEAN NATIONS CUP
ART 1. CHASSIS
1.1. CHASSIS TYPE - Only the fully original Plafit „Super
24 SLP2 Expertkit Plus“ chassis as supplied under ref. #PF.1800KSLP
is ALLOWED to be used. No other parts than those in the kit can be
used to assemble the chassis. All chassis parts can be replaced
ONLY by the same original spare parts. A „mix of parts“
including chassis parts from other chassis types or made in
different materials is NOT ALLOWED. All chassis mounting parts like screws (in the case of screws
the longest useable cone head screw can not extend a max. length of
10mm), washers, nuts, spacers including axle
spacers, are free to choose as long as these parts are unmodified (e.g.
the thickness of screw heads may NOT be reduced in size) standard equipment available from the Plafit range.
1.2. CHASSIS PARTS - All chassis parts (guide holder, front- and rear
axle mounts, motor mount bracket, chassis main plate including „T“-bar) plus all body mounting parts (including
the subframe and mounting plates) MUST be used in standard shape as produced by the manufacturer and have to
be mounted together in standard form at their original fixing points. The use of spacers etc. between the
front or rear axle holders and the chassis mountings is NOT ALLOWED.
1.3.
FORBIDDEN CHASSIS MODIFICATIONS - Beside the legal modifications (cf. point 1.4.)
all changes on the chassis (as soldering, drilling or cutting etc.) are NOT ALLOWED in all forms and kind of variations.
Optional parts allow individual chassis set ups for different body types. The use of legal optional parts is
of free choice.
1.4. ALLOWED CHASSIS MODIFICATIONS -
Beside the original spare parts the optional and/or tuning parts
mentioned under 1.4.a to 1.4.e are ALLOWED to use without additional modifications.
(a) CHASSIS BALLAST - Additional
trim ballast is only ALLOWED in form of lead weight which has to
be mounted on top of the chassis (including the top of the
ground plate and „H“-subframe plate).
All lead weight MUST be
fixed in the way that no weight is extending outside the given
shape of the chassis and have to be invisible from underside
view. (b) CHASSIS SUSPENSION - Springs are
ALLOWED to use only on both sides at the front
fixing bar. The bar can be fixed with or without the use of springs (only at the front end) and/or
without the use of the „O“-ring (optional for use at the front and rear end). The springs can be used in soft,
medium or hard tension (#PF.1320,
#PF.1320A, #PF.1320B). (c)
SUBFRAME - The subframe can be fixed flexible or inflexible (rigid)
on the main plate.
(d)
PAIR OF BODY HOLDER PLATES - There is always a single holder per
side, but the same type MUST be used on both sides. The body
holders can be transformed when obligatory needed to mount the
body on the chassis. Only the necessary fixing parts are
ALLOWED to be used in combination with the body holders. The
mount plates plus holders MUST be fixed on top of the subframe
as standard equipped. The use of spacers between the mount
plates and subframe is ALLOWED. (e) GUIDE HOLDER - The original guide holder may
be replaced by part #PF.1703.
Genuine guide holders can be formed by bending. The guide
– but only one guide per car – including fixing nut,
washers, braids plus additional mounting clips
(for solder on the motor wires) and motor lead wires are
FREE to choose. Contact fluids to add on braids (for example
MURA “Tiger Milk”, SLICK 7 “Voodoo”) are ALLOWED for use.
1.5. MISCELLANEOUS
(a) All modifications resulting in a lower weight
are NOT ALLOWED. Chassis components (including motor mount bracket) are
ALLOWED to be adjusted and to fine sandpaper
the surface for an extra perfect fit.
(b) Only genuine SIGMA ball bearings (#SG.8261) are
ALLOWED for use. The ball bearings can be optionally glued in place. The enlargement of the ball bearings mounting holes
in both front and rear axle holders is FORBIDDEN.
(c) The use of SIGMA security nuts (#SG.8713), fine spacers (#SG.8225,
#SG.8226,
#SG.8227) and wheel stoppers (SG.8220) is
ALLOWED.
(d) The front and rear axles are free to choose as long as they made of a single piece solid steel with an outer diameter of
3mm.
(e) The use of additional magnets for example as „variable to fix“ chassis ballast or in any kind of other arrangements giving a magnetic ground effect (resulting in
better road holding on tracks with steel power rails or magnetic track braids) are
STRICTLY FORBIDDEN.
(f) The use of heat absorbing paste etc. is NOT ALLOWED. (g) CAMBER FRONTS -
The use of camber fronts is FORBIDDEN.
ART 2. MEASUREMENTS AND WEIGHTS
2.1. SPUR - The spur width of the front and rear axle assembly belongs to the body type (wheels
MUST be covered by top view) but maximum width is 80mm
for the front spur and 82mm for the rear spur (always measured from
the outside of one wheel to the outside of the other wheel).
2.2. WHEELS & TRACK SURFACE - All four wheels
MUST touch the track surface
(controlled on a flat surface).
2.3. GROUND CLEARANCE - The minimum ground clearance between the underside of the complete and ready build car and the track during the qualification and at the following race start
MUST be min. 1,2mm (with the car standing still on a flat surface and measured between the rear axle and the end of the chassis) otherwise min.
1,0mm. During the race the minimum ground clearance between the underside of
a complete chassis (that means including the mounting screws, spur gear plus body holders) and the track
MUST be min. 1,0mm (measured with mounted body on a flat surface). After the race the minimum ground
clearance at the rear end MUST be min. 1,0mm (with the car standing still on a flat surface and measured with all other parts not touching on the track surface
(control is done with still standing car on a flat surface).
2.5 PLASTIC PARTS & CLEARANCE - During and after the race the body and plastic
parts of the body are ALLOWED to be lower as the minimum ground clearance of
1,0mm, as long as the plastic is not
touching on the track surface (control is done with still standing car on a flat surface).
2.6. WEIGHT - The overall weight of a car (complete assembled
and race ready) MUST be min. 225 gram. The weight of the body (including both mount plates and body holders)
MUST be
min. 65 gram. Adding ballast on in an area below 10mm of the bottom line of the body is
NOT ALLOWED.
2.7. ADDITIONAL BALLAST - If the complete assembled body including all
body mounting parts did not reach the minimum weight, additional ballast (lead weight) has to be added at the
inside of the body. These additional weights MUST be placed under both door windows in an area of
10mm above of
the bottom line of the door panels.
2.8. CONTROL - Dimensions and weights can be checked by the
race directors at any time. By incorrect results the concerned team has to arrange – always under “time on” race
conditions – immediately all the needed change(s) to make the car legal again.
ART 3. MOTOR
3.1. MAKE & TYPE - As motor only the „Bison” type (#PF.8896
or
#PF.8896H) as
standard equipment
(*2)
is
ALLOWED. The lead wires are free to choose. The wires also can be optionally guided by an
additional loop behind the front axle. Lubrication/oiling of the motor is
ALLOWED.
3.2. VOLTAGE - The supplied power range is rating (depending to
tracks conditions) between 16 and 20 volts.(*3)
Exactly driven voltage MUST be announced by the race
directors before the first free practise. After the said voltage is fixed and has to be carried on without a change
for the complete race event.
3.3. MOTOR BRACKET - The motor MUST be be fixed by screw(s) only. An additional
motor fixing by glue or soldering is FORBIDDEN.
3.4. ONLY STANDARD - The motor has to be kept absolutely standard.
Any modification on the motor including the can (to sandpaper etc.) is
NOT ALLOWED. To open the motor is
strictly FORBIDDEN. Already little marks showing a possible opening or modification will automatically result in
disqualification.
ART 4. GEAR & PINION
4.1. GEAR - Only SIGMA (including the NEW RACING) or
SCALEAUTO (including the PROCOMP RS) spur gears are
ALLOWED to use on rear axle. The amount of teeth is free to
choose. The gear has to be kept standard. (Optionally the
plastic ring can be secured by glue).
4.2. PINION - The motor pinion is FREE to choose. Glue fixing or soldering of the pinion on the armature shaft is
ALLOWED.
ART 5. FRONT WHEELS
5.1. MAKE & TYPE - Only genuine SCALEAUTO hubs (#SC.4003) or
complete wheels with tyres as #SC.2702P,
or
#SC.2702P
and
#SC.2702P in lightweight version with
8 x 4,5mm drilled holes (sizing: outer diameter 21mm,
inner diameter 19,9mm, with 8mm width and 10mm total width including fixing boss) are
ALLOWED to be
used.
5.2. FRONT WHEEL INSERTS - Additional wheel inserts (made from solid
plastic, metal or resin) have to be fixed inside the hubs for the whole race time. In case of a lost insert the car
MUST stop
and an insert has to be refitted again.
5.3. FIXATION TO AXLE - All hubs MUST be set screw fixed on the axle.
Independent rotating front wheels are not ALLOWED.
5.4. MEASUREMENTS - A complete wheel (tire fixed on hub) MUST have
an outer diameter of min. 25.5mm. The tires MUST be 7mm width with a min. of
6mm touching the track surface. Both sponge or full rubber tires are
ALLOWED to use
as the colour is black. The running surface of the tires can
be optionally sealed or hardened by the use of varnish or super glue covering.
ART 6. REAR WHEELS
6.1. MAKE & TYPE - Only genuine SCALEAUTO hubs (#SC.4004) or
complete wheels with tyres #SC.2421P,
#SC.2621P
or and
#SC.2112P in lightweight version with
8 x 4,5mm drilled holes (sizing: outer diameter 21mm,
inner diameter 19,9mm, with 13mm width and 15mm total width including fixing boss) are
ALLOWED to be
used.
6.2. REAR WHEEL INSERTS - Additional wheel inserts (made from solid plastic, metal or resin) have to be fixed inside the hubs for the whole race time. In case of a lost insert the car
MUST stop
and an insert has to be refitted again.
6.3. FIXATION TO THE AXLE - All hubs MUST be set screw fixed on the axle.
6.4. MEASUREMENTS - A complete wheel MUST have an outer diameter of
min. 27.5mm at the start of the race and min. 27mm at the end of the race. The tires
MUST be
13mm
width with a min. of 12mm touching the track surface.
6.5. MATERIAL - Sponge (*4)
or full rubber tires are ALLOWED to use. The type and quality of
tires is free to choose as long as the colour is black.
6.6. CLEANING - For cleaning and service of tires only tape is
ALLOWED.
ART 7. BODY
7.1. MAKE & TYPE - Only those types of bodies by the
manufacturers as mentioned under art 7.3. are ALLOWED to be used. Body MUST be mass production and
of injected hard plastic material matching the valid general
and specific body regulations. No other types are ALLOWED
than (i) Jaguar XJR-9 (LM and IMSA), (ii) Lancia
LC2, (iii) Mazda R89C, (iv) Nissan R89C, (v)
Porsche 962C (short tail and IMSA), (vi) Sauber Mercedes
C9 and (vii) Toyota 88C-V. No other makes are
ALLOWED
than (i) Arii, (ii) BRM, (iii) Hasegawa,
(iv) Marui, (v) Revell, (vi) Tamiya, (vii)
Tamita Tamtech and (viii) TSRF. 7.2.
NECESSARY BODY PARTS - The following parts must be present on
the body: (a) EXTERIOR BODY - (i) Mirrors, (ii) wipers,
(iii) exhaust pipe(s), (iv) windshield and
windows, and
(v) spoilers in their correct position as on the original race car
are OBLIGATORY. Except for what is stipulated in art 7.2.d all those parts can be nothing else than those
in the body kit and may NOT BE REPLACED by lexan parts. The body MUST cover all chassis parts including wheels, guide etc.,
seen from top
view. Front splitter and rear diffuser are necessary if present on
the original race car. Racing numbers (cf. art 7.6.) must
always be the same, at the same position, as on the original
race car. (b)
BODY INTERIOR -
Interior must contain at least
following 3-dimensional items :
(i) dashboard, (ii)
steering wheel, (iii)
gear change lever, (iv)
painted fire extinguisher, (v)
seat, (vi)
painted driver figure with legs,
(vii) painted head/helmet
combination in a hard plastic material. Use of a homologated
lexan body interior is ALLOWED. (c)
LIGHTS -
For races that are partially
or completely ran with a night section, the cars must be
equipped with homologated working head- and taillights located at their
original position as on the real 1:1 car. These lights must be
visibly working during the entire period determined as night
section and must be constructed in such a way as to stay
illuminated for at least 10 seconds after the power from the
track has been interrupted. The minimum requirements are : Front
lights: minimum two lights, of yellow or white colour, bright
beam. Rear lights: minimum two lights, red colour, diffuse
light. Make(s) of all parts of the light section are FREE to
choose.
(d) MODIFICATIONS - Original mirrors can always be changed for
rubber one versions. Original rear spoiler supports can always
be replaced by rubbe supports.
7.3. HOMOLOGATED BODIES - Homologated bodies are restricted to:

7.4. BODY FIXATION - Body fixing on the body mounts can be done only
by glue using the standard mounting rubber (#PF.1212 or SIGMA
#SG.8214) or optionally directly (without rubber) on
the mountings. Glue fixing is only possible on the given area of the body mounts surface. Adding or gluing
ballast into the mountings is NOT ALLOWED.
7.5. BODY REINFORCEMENT - Body reinforcements are possible but MUST be
always fixed in a distance of min. 10mm over the bottom line of the body. Reinforcements placed lower as 10mm over the
bottom line can only be done by using standard mounting rubber (#PF.1212 or SIGMA
#SG.8214) in combination
with flexible mounting glue
(*5).
7.6. RACE NUMBERS - A minimum of three starting numbers
(*6)
MUST be placed on the body to allow a clear
identification of the car. Therefore a start number is to fit on the front and on
both side sections of the car.
ART 8. HAND CONTROLLER
8.1. NO AUTOMATIC SUPPORT - The existing voltage has to be regulated only by
the drivers hand, any automatic support for the speed operation is
NOT ALLOWED.
8.2. NO BOOST - A speed controller can only regulate the
available power of the corresponding lane. An boost of the given (e.g. existing) lane power to a higher voltage is
FORBIDDEN. All mechanical and electronic hand controllers are
ALLOWED for use, which are not increasing the given voltage
during operation. The voltage will be checked on each lane. In the case that the voltage is increased higher as
0,2 volts over 1 millisecond (same is valid for shorter voltage peaks appearing over a longer time period over 1
millisecond) the hand controller is NOT LEGAL to be used.
8.3. CONNECTION - The connection of the hand controller to the
track power is done by banana plugs with Ø4mm diameter or by
crocodile pinches. Organiser has always to announce in the
invitation which system is used. On working witch the crocodile
system organisers must always have enough transition connections
for all racers. The following connection code is valid: white (grey) =
Power, black = Track (common), red = Brake.
ART 9. GENERAL PRINCIPLES
9.1. BASIC RULE - All what is not definitively ALLOWED by these
regulations is FORBIDDEN. The competitor has to take care to clear doubtful aspects by contacting the race organiser in time
before a race event takes place.
9.2. RULES INTERPRETATION - Rules are eventually interpreted by the race
organisation only and at the race day by the race director. Actual information will be published on the
Plafit Europe Cup (PEC) website.
NOTES
(*1)
At official
„ProRacing“ competition events (like „DPM“, „EPC“) all ALLOWED
service materials (that means cleaning fluid, tire cleaning tape and oil) will be
provided – in quantities matching the amount of lanes – from the race organiser. These materials will be available
from the time of the parts handout and after have to be used until the end of the race. The use of other service
materials, fluids etc. is not ALLOWED.
(*2) At “ProRacing” events new and special marked motors will be hand out
free of charge to all participants just before the final free practise. Starting with the time of
the parts handout only this marked motors are ALLOWED for use. In case of the need of a second engine another
(also marked) motor is available in exchange from the race directors. The engine
MUST carry their correct
original markings during the complete race event.
(*3) At “ProRacing” series events the power supply is rated at 19 Volt
(given by a separate transformer for each lane).
(*4) At “ProRacing” events new and special marked SCALEAUTO rear wheels
(#SC.2421P), that means aluminium hubs complete with already glued on sponge tires of the
type „ProComp 3“ (#SC.4830) will be hand out free of charge to all participants. After the parts handout only
those marked rear wheels are ALLOWED for use. In case of need of a second unit another (also marked) pair of
tires is available in exchange from the race directors. The rear wheel and tire combination
MUST carry their
correct original markings during the complete race event.
(*5) A flexible mounting glue (for example HENKEL „Pattex“ oder PLAFIT „Magic Glue“)
is a glue wich can be pierced by a pin and wich is also reacts as
material disconnecting by the use of cleaning- / lighter fluids
(e.g. ESSO „Tiger“).
(*6) When special decal sheets are provided to the entrants of a “Pro
Racing” event the race numbers and additional markings have to be applied to each car
(from the begin of the first free practise until the end of the race meeting) matching the given guidelines.

PRACTICAL RULES FOR 2010 PLAFIT EUROPEAN NATIONS CUP

ART 10.
EVENT 10.1 NATURE
OF THE EVENT - The event is officially named “Plafit European
Nations Cup” (“PENC“) and is essentially a competition
between NATIONAL TEAMS. Each national team is composed by three
RACERS TEAMS with three drivers each. At least two drivers per
racers team and seven racers per national team must have the same
nationality as the nation where they are driving for.
(10.2. NATIONS - No other
nations than European ones can enter the PENC. Except for Germany their
is only one national team per entered nation. Germany - being by
far the greatest model car nation in the world - can enter three
independent national teams competing as a separate entity. (*7)
Maximum number of national teams at the start is restricted to

10.3.
NATIONAL COACH AND TEAM CAPTAINS - Each national team of three
racers teams is headed by one national coach
(*8)
who is
responsible that nine racers of his national team will be
at the start, respecting art 10.a. Each racers team of three
racers is headed by a team captain
(*9). The national coach is
chosen among the three team captains within each national team.
10.4 CARS - The PENC is
exclusively open for 1:24 scale slot cars of the Group C class,
respecting all what has been said in art 1 thru art 9.
10.5 RACE DATE - The PENC
is a single event contested from Friday evening June 25, 2010
until Sunday afternoon June 27.
10.6. TRACK - Track is the
wooden MTT 8-laner, 44m96 long, built in September 2007 by Brian
Crosby of Steve Ogilvie Tracks (CDN) and now owned by SRC
Merlijn. The track is powered by 8 independent power units of 15
Amps provided for delivery up to 22 Volts.
ART 11. PARTICIPATION
11.1. RACE SUBSCRIPTION -
Race subscription is done by email to Yves Welter sr at
welter-yves@skynet.be,
using the official entry form which can be found at the
invitation. Race inscription is
starting
February
1, 2010
at midnight and ends
February
28, 2010.
11.2. ACCEPTED ENTRIES - At the work sheet of
the PENC one finds 39 preselected racers teams. If some of those
teams should not have made their subscription they'll be
replaced, nation per nation, by other racers teams having
subscribed and this in order of receipt of the subscriptions.
11.3. ENTRY FEE - The
entry fee is provisionally € 99,00 for each racers team. Entry fee has to be paid after receiving
the written confirmation that a racers team is definitively on
the entry list, and this within 30 days after reception of the
confirmation. Entry fee will not be paid back when a registered team
does not show up or does not start at the race PENC meeting.
ART 12. RACE FORMAT
12.1. FREE PRACTICE - All
entered teams can practice on Friday from 6pm thru 12pm and on
Saturday from 7am until 1pm.
12.2. HANDOUT OF MOTORS -
On Saturday between 7am and 9am handout of the homologated and
marked Bison motors will be done without any extra charge.
Racers have until 1pm to break them in.
12.3. HANDOUT OF REAR
WHEELS - At the end of free practice there is, without extra
charge, the handout of the rear tyres in groups of 8 under the
eyes of the race direction. Each racers team receives five
minutes to fix the wheels en to place the wheel inserts. Teams
having not done it within 5 minutes have to continue it during
racing time. Immediately after the rear wheel handout all cars
go to the enclosed zone, which they can only leave for
the qualifications and for the heats. Racers teams doing,
without authorisation of the race director, the slightest work
at their car in the enclosed zone are immediately
disqualified for the rest of the race.
12.4. CONCOURSE - When all
cars are in the enclosed zone all entrants can give res. 5, 3
and 1 concourse points to the cars, however never for the cars
of the own nation. After voting cars are ranked following the
obtained concourse votes. The 10 highest ranked cars win for
their nation res. 20, 15, 12, 10, 8, 6, 4, 3, 2 and 1
concourse points.
12.5. TECHNICAL
CONTROL - Once, after concourse, all cars are in the enclosed zone technical
control will be done by at least three scrutinizers, being
themselves no racers, and officially accepted by MRRC International Hobbies Limited
(GB) and by Beaver Corp./Plafit (J). Cars not meeting all technical
prescriptions have to be made regular under the eyes of the race
direction and without leaving the race direction stand. Cars
must be presented at the race direction body and RTR chassis
apart. Fixation of the body to the chassis after control is done
by the team captain of each racers team.
12.6. HANDOUT
PLAFIT PENC T-SHIRTS - All entrants receive during the technical
control for free a personalised Plafit PENC t-shirt. Those
shirts are necessary for all racers from the qualifications up
to the prize giving.
12.7. QUALIFICATIONS - After final free practise
session the qualification will take place. One driver of each
racers team has to take part. The lane used for
qualification is chosen by lottery just before starting. In a
given time limit of one minute the fastest lap
will be timed as the official team qualification time for the
starting grid. A minimum of 4 laps must be achieved.
12.8. EVENTUAL RACE (a) DURATION -
The race goes over 3 sections of 8 x 7'50" one of them
being a night section in the dark where car lightning is
obligatory. (b) HEAT COMPOSITION PER SECTION - Depending upon
the results of the qualifications the 8 fastest racers teams
start in the last heat of the first section, the slowest in the
first heat. Heat composition of the second section depends upon
the results of the first section with the 8 fastest racers teams
in the last heat and the slowest in the first heat. In a similar
way the composition of the heats of the last segment depends
upon the results of the second section.
(c) STINTS PER RACER - Per section of 8 segments each member of
a racers team has to do minimum 2 full stints. on sanction of a
"zero parcours" for the missing stint(s).
(d)
MARSHALLING - Marshalling must be done by the team members, with
of each racers team one marshal around the track. At the
qualifications the race direction assigns randomly 8 marshals.
Too slow or bad marshalling can be sanctioned by the race
direction with disqualification for putting a car of a
competitor intentionally on the wrong lane.
If several cars deslot at the same place, the first in the
provisional ranking be put as first in the slot, etc. At the discretion of the
race direction the sanction
is 3 to 10 laps for the marshal (and his racers team) having not respected the
rule. (e)

ROTATION
AT
MODEL
CAR
RACES
is
done
by
those
marshals
being
the
closest
to
the
cars.
They
change
the
lane
stickers
and
put
within
the minute
the car(s) on their new lane. There
is
absolutely
no
work
on
the
cars
during
rotation
on
sanction
of
disqualification (g) LAP COUNTER FAILURE - The lap
counter is automatically corrected for all laps 0.2 seconds
faster than the track record. In
all
other
situations
only
the
lap
counter
results
are
considered, except for obvious cases where two cars cross the same lap
counting sector. (h) POST RACE TECHNICAL CONTROL - No result
of a section or of the complete race is definitive until the end
of the post-section or post-section technical control. (i)
FINAL RESULT - After each section the 3 cars of a national team
win for their nation a number of points giving by the formula
50 * (N -
R + 1)/N where R is the obtained rank and N
the number of entrants. Top 4 finishers after each
section receive a
bonus of res. 10, 6, 3 and 1 point(s). At the end of the
race all points won by each national team, the won concourse
points mentioned at art 12.4 included, are added in order to
make a final ranking. Ties are broken by comparing the realised
times at the qualifications. Winner is the national team having
collected with its 3 cars the most points.

PRIZES AND PRIZE GIVING
13.1.
TROPHIES - The nine racers of the three highest ranked nations
receive a trophy, just as the three assemblers of the three
highest ranked concourse cars (30 trophies in total).
13.2.
MEMORIAL PLATES - All entrants receive a memorial plate.

There are three national teams for Germany, res. Germany I,
Germany II and Germany III. All subscribing German racers teams
are ranked following a number of points based upon the 1999-2009
DPM. One adds per racers team the points won per driver at the
DPM and increases the total of the three drivers by the total
number of DPM entries multiplied by 12 (can be seen at the work
sheet). The three subscribing racers teams with the highest
number of points race for Germany I, the three following for
Germany II and those ranked from seventh to ninth for Germany
